Attack Speed Cap rease:

• The global attack speed cap has been raised from 2 to 3.0, allowing champions to achieve higher attack speeds in late-game scenarios.

Dragon Soul Adjustments:

• **Chemtech Soul:*uffed to provide 13% increased damage and damage redtion when below 50% HP.
• Cloud Soul: Nerfed, with movement speed increareduced from 20% to5%.

Rune Updates:
